The rating is for the experience which i dont think staff could fix to include a strong stench of marijuana lurking in the hallways most of the time, and the noise of stomping feet in the room above mine for several hours until past 11pm both nights. Assume these conditions were specific tnose nights and not ongoing. Again the rating was for my experience specifically.
